Definitely not, as this is difference between someone who is sucessful and unsuccessful.

If a person is disorganised, he is disoriented and messy.  It shows his state of mind, which is cloudy and therefore it is a clear indicator that he will not be able to carry out the project successfully.

Even if the subordinates are forgetful, the Manager cannot afford to be forgetful, as the major responsibility is on his shoulders.

if one is unorganized and forgetful they can still be a project manager but a Good one? I doubt it, there are many tools and software people use these days to get work done, generate reports and try to foresee the future and plan accordingly but for a good project manager one needs to have those traits of personality to remember everything in details, to be organized and be confident...lets face it...people who are unorganized and forgetting things are always confused, I wouldn't let a confused driver drive my car, would you let a confused project manager to derive your project? its simple as the saying goes...you are what you eat and I turn it around to say You are what you do, you are an organized person with a sharp memory and attention to detail? you make a good project manager and a much organized level headed person.

1.
If the question is from someone who is un-organized then the answer is "I doubt if you will even be considered in any managerial position".
Unless, of course it’s your father's company, you will destroy the company sooner than you will realize/wake up.2.
If, as a manager have inherited such a team member then the condition is different.
Such team members are either in the wrong place or something is "bothering" them - mostly family problems.
They need "your" help as a manager/mentor.
The result would be so remarkable that you will be shocked yourself when such staff member produces excellent results.3 Unorganized is not a family trait but living habit of those who “were” exposed to life with no or little responsibilities, individuals without any aim in life cultivated by their parents or neglected child who had everything - she/he has not been taught about love and affection being a responsibility and not for free.4.
The other category is the one who is confused doing more than one job at a time or family responsibilities which she/he cannot handle himself As a manager you must find out the main reason and “try” to extend fatherly support to the concerned person.

"Organisation" is a necessary charcteristic for meeting the goal in any endavour. So the manager as well as the team should be organised and should work to the plan.

If a project is clearly defined and planned different levels, plan has to be executed , as per the plan. This is way of organised working.

In the next step, the system should have a review & progress monitoring mechanism. This will help in accomodating the deviations from the original plan.
