The health sector is considered a service activity. In the sense that it provides a service for revenue. Most often it does not have a direct cost of services or health care. The value added is calculated directly on revenue.

Health sector in UAE VAT comes under zero rated supplies. That means they can claim back any VAT they have paid from authorities.
