How it can be decided that sump transfer required centrifugal pump or reciprocating pump?

Well it would depend primarily on the type of sump you are planning to transfer and the desired flow rates, for viscous fluids and low flow rates you would use reciprocating pumps whereas for less viscous fluids and high flow rate, you would use centrifugal pump.
