Reference:  Here, EV=25, PV=28 and AC=26; so CV = -1, SV = -3 and CPI = 0.96 and SPI = 0.89. Therefore it is over budget and behind schedule; but over-budget by very insignificant point, while it is certainly  behind schedule by over 10%. That's why answer is C.
