C. Resource Levelling

The answer is resource levelling. The project manager wants to ensure that the project schedule reflects all those resource that are on a project's critical path.

Of course it is C - resource leveling & thanks for the invitation. 

Schedule Compression, because activities are critical.

If resources were critical, it would be resource levelling.

I think option c because

Resource Leveling: Allocate scare resources to critical path activities first.
