Yes of course, because the important point in SEO is On-site where we update title, description, connect internal pages to one another according to keywords or phrase, emphasis and bold keywords or phrase that suit and describe our website best, set h1 to h6 tags and much more what we do in on-site. For changing and updating on-site we have to get a good command on these languages. In short all the on-site based on HTML and CSS if static website.
