It is a normal practice to categorize management into three basic levels: top management, middle management and supervisory or first-level management. The managers at these three levels require different kinds of skills to perform the functions associated with their jobs.
(a) Top managers must generally be more skilled than middle managers in every respect (b) Top managers require better interpersonal skills but less conceptual skills than middle managers (c) Top managers generally require better technical and interpersonal skills than middle managers (d) Top managers generally require higher level conceptual skills but less technical skills than middle managers (e) Middle managers require better technical and conceptual skills than top managers.
For a successful organization, employees at every level must be skilled and competent. To evaluate performance there should be defined competencies, KPIs and scales defined. Competency gaps must be fulfilled through skill development across all levels all the time. In my view, the primariy difference between the top level and middle level management is: top level should be more strategic while middle level is more tactical / operational.

I think the most important difference is the lack of experience in manageing resources and delivering profit goals. The middle management are more likely to very operational skilled and the Top management are very strategic focused.
