Which one is used for a decoupler line in the chiller system, motorized or normal butterfly valve with open position?

Normally butturfly valve is fixed with flow meter connected to BMS to monitor the direction of flow, & primary flow should not exeed the secondry flow in gpm.

Normally primary pump are constant speed and secondary variable so extra flow goes as by pass through decoupler
