We define office administrator as being able to work independently without supervision, if then, does an office administrator need to report a certain system glitch that involves sensitive documents to his/her superior or just handle it by him/herself and find ways to fix it?

Sometimes he-she needs to ask for help even he-she works independently!

i.e. some IT problems, some machines problems ( Photocopying machine, Papers Cutter, Scanner)

reporting to matter or handling it totally depends on the seriousness and urgency of the matter.
