In each department there are many kinds of employees but in your opinion who is the most useful, the loyal employee or the smart and expert employee?

In my opinion, the smart and expert employees would be useful because they're the ones who will contribute ideas & innovations to the company. They make the organization grows.  

The loyal ,smart expert would be the perfect one ,but if we have to choose so the smart expert would be the useful one .
