Employees are the most valuable assets of any company, for proper management of them should there be a compulsory department of employee relations?

In a big company ( 500+ staffs) there may be a separate position/ department  to handle employee relations.

However, in medium size offices, employee relations is managed by the HR Manager and very small offices, it could be managed by Admin. Manager where there is no position of HR Manager/Officer
