it depends on what is the level of a person's english. if he/she is beginner then he /she go for books for beginners and if level is intermediate then you can improve your skills by reading and listening to news ,good movies and conversational novels including dialogues.
novels and short stories would improve ur English
Any book would benefit you with more new vocabulary. So my advice to you is reading, reading then reading novels, magazines, newspapers & any text books as they are more methodical & coherent in comprehension.
Eng news papers if you you want improve your any language so first do your self confidence then you will be doing easily :)
