Is the Contractor eligible for prolongation costs, for the delays attributable to Contractors risk and responsibility in concurrent delay situation?

First no EOT can be given for Concurrent delays. Some how If the contractor awarded EOT along with concurrent delays then the contractor have a chance to claim his prolongation cost in accordance with contractual documents.
