What is the best way to market/advertise products/services to shopkeepers in a specific locality?

I believe we should work on area marketing, some local events and some bazaars concerts, managed and provided by the local  Municipality, Banners and billboards, social media area's sites and pages. Some door to door marketing would help.   Thank You.
