it should have a basis first for taking up a specialization. Management degree has a specialization so one may focus on the interest area rather than focusing on everything. So first you should decide what interest you and why only then you should take up a specialization
Both have their own value & importance, it depends on your interest.

1. In what field you are successful and you feel more comfortable.
2. Trend of Jobs market.
3. You future plans (careers and education).
However MBA in HR could be more requested in jobs market.
