In fact, we are talking about goals.

This is a strategic defintion of goals. This one can be represented as followning acronym/SMART/:

Specific

Measurable

Achievable

Realistic

Time-dependant

Goals bound to strategies..otherwise every hit can be consider as goal.

Strategies should be Pre defined, clear, concise how ever they cannot be time bounded as they are just planning only, however achieving a goal in time may be time dependent, realistic, challenging and consistent .
So these words are a mix can be used both ways.
