Practicing software engineering doesn't really require a license! you should have a software and technical background through the courses you took in your engineering degree and passion about it :)

There actually is no agreed upon degree or diploma (world wide and acknowledged among academia) for Software Engineering. There are courses you can take in universities and colleges about software engineering. You can even learn it by your self and be really good at it.
So actually anyone can practice software engineering, of course they should be good at it or else they won't be practicing it for very long. Usually a scientific background helps.
