How do you deal with racial issues that are gender related?

For e.g., white female executive staff are expected to wear make-up and jewelry, as opposed to their African counter-parts who are not compelled to do so?

Well...The decision came from the management and it's pure discrimination (not racism).
Due to some prototypes registered and stuck in their head carried from generations to generations, they still exist.
Between the genders, it creates at some point "jealousy" from the African counter-parts which then transforms into "racism" since the ones with jewellery are "white".
There aren't100 solutions to solve this problem unfortunately...Either you allow the African women to wear them too or disallow the white ones to wear.
Doing a meeting with all parties etc won't be of any good.
Avoiding confrontation in this case is a must.
Specially against the ones that are being discriminated.
You have eventually another solution: hope that the person in the management that took this decision gets fired.
