What is meant by policy (( Drop and Pass )) ? also when we can apply it and when can't be applied ?

it mean when you face any status you drop and not go through the detalis in order to let that status pass and not go through any debites or discuission which lead to nothing., finally mean let the water flow on, Then we can apply when to refer to the person who face it , as he / she is the only one in the battel and decide what is the best for that status.
