What is better strategy for well known multinational organization , globalization or localization and why ?

The fact that it's a well-known multinational organization means that it has already achieved globalization. So localization should be a priority. However, expanding to other markets shouldn't be neglected. And afterall, it all depends on the vision of the top management.
