If you hire a Recruitment Specialist, what would be looking for hiring candidate?

If I would hire a Recruitment Specialist, I would certainly look at his skills in line with this job. How we worked before is a plus, what he's been doing matters but what can still do in the future is more interesting. I would certainly look at things not because of what they are but of what they can become.
