Who is looking after the corporate quantitative objectives better ? 1. marketing/ sales department 2. finance department

Finance Department has nothing to do with either quantitative objectives or qualitative objectives...... 

When these are not achieved, Its pure Marketing ..... which is always held responsible. If the objectives achieved, everybody tries to get the piece of cake.
