I think it is a must because of many reasons, the most important of them is that facade lighting catches people's eyes which affect in an indirect way on the companys marketing, I somehow consider facade lighting in marketing category, because good looking utility attract more people and increase their curiosity to know more about it.
Good Architecture would look good during the day and during the evening, even without facade lighting. There is such a thing about lights and shadows during the day which makes the Architecture stand out and there is such a thing called contrast which happens during the evening which makes facade lighting unnecessary.
Like insects- Humans have always been attracted towards light - the sole reason for Las Vegas's extravagant lighting. Facade Lighting compliments the architectural magnificence of the building. It is like breathing life into the building structure.
It depends on the client requirements, but so far for my previous projects with various clients i.e.( Health centers, Private schools, Stadiums & sport halls) they all asked for it
