If you are installing a new copy of Windows during setup it will ask you for the partition follow self-explanatory steps and create the partition.

On System where Windows is already is installed a secondary hard disk can be partitioned using Control Panel > System and Security> Administrative Tools > Computer Management > Hard disk management (follow option according to OS installed on your computer. Third party tools are also available.
