learning is a process of development,,that includes many factors which are mentioned here,,, my view point is slow learning is combination of all,,, when a student go through a small sentence with out under standing,,this is the starting point of bad or slow learning,,, learning is like adding bricks one by one.
In the first instance it can only be the student by virtue of the fact we are describing them as "slow" which infers that their fellow students are not! The conclusion being that if the system works for the majority of the students why not for all of them, unfortunately the evidence suggests that it is because a particular individual is, at best, slower than the rest. Remedying this situation is a whole different ball game, but the problem is not insurmountable.

Actually we can't blame someone specifically as learning is a multidimentional process with many players as you mentioned in your question.
Mostly this issue generates when we face a slow learning student. It is by nature. We can't let him stay behind. Here comes the role of teachers, parents, system, culture and society.
Parent teacher meetings, citizen councils, student clubs and advisory boards of educational institutions are constituted for this purpose. They help to diagnose the problem and devise strategy to solve it. The main objective is to proceed towards the goal and not to blame someone.
It's the teacher who is responsible in the first place but he/she is a human being and needs to be comfort to do his job perfectly and here comes the role of government, society and parents they should support and help teachers have the approperiate environment to get good results. Otherwise, it's just a waste of time. To sum up, it's an integrated system that should work together and if a single piece is absent, the structure will definitely fall down.
