Customer Service can be both. It's a department when it's represented by attitude + a devoted business section with own staff & leadership to enforce relatively big scale customer service policies.

 

On a smaller scale, one-man-business for instance, it cannot be a department obviously but more of an attitude.

 

Organization-wide, customer service can be an attitude, not concerned with practicing standard customer service activities per se, but pulling in the same direction of realizing overall customer satisfaction.
