How can I create transparency on a layer?

select the layer that you want to make transparent by clicking on it from the list of layers in the layers tab ,. and click on the numeric box that appears next to opacity at the top of the layers tab  and change the opacity number of  the layer 

type command layer. Find the transparency tab and click it, change your transparency value according to yuor option.
