I think it's paramount to keep in mind that the job a Human Resources Department is not to protect anyone or anythying other than the employer...the company.

People who latch onto an HR rep because they feel they are being mistreated are often misguided in their actions.  The company has negative interest in exposing illegal practices in its environment.

If you are being mistreated, your best course of action is to document it in full--and report it, no later than the second occurrence.  If you wait past the second occurrence, you risk a counter-claim that you were not bothered by it.  If you do document it and report it, you can probably get the matter addressed, either internally or legally, but...the fact of having filed a formal complaint is almost certain to stymie your moves up the ladder.

A wise woman will use diplomacy, tact, force of personality, and wiles to outwit the person who is harassing her...all behind the scenes.  In the end, word that you handled it quietly will probably actually enhance your reputation because you didn't create trouble for the company.
