San Gen Shugui Attitude, What are obstacles to implemnt it and make peaple adhere ?

Kaizen is a culture more than theoretical procedure for that it will resist because it is change their behavior. and for a top management it is not give them a certain figure or a time period to achieve the target. on other hand,  they perfere Kaizen because low cost and it is not lead to a strategic changing. it is small and continuous improvements.
