What should be the best strategy of an HR Manager to handle the case of an employee responsible for misappropriation?

From my point as employe , always make staff meeting with all meploye on quaertly basis , it won't stop the company operations it only takes3 to4 hours and can be after working hours in order to know the need of all employes and which can be applied according to internal company policy.
