Because in case of fire all the elevators stop working by the order of the fire alarm panel. So preferred to use the stairs, where the stairs containing the units for suction of smoke and fresh air and emergency lighting which is safe in case of fire
because the fire may cause severe damage to the electricity connections and control boards that if the electricity itself was not the cause of fire and that means that the lift wont worke properly and it may be a very danger to use

During fire incident lifts can't be used by normal resident or staff of the building so they are redirected to the staircase for saftey escape. The reason why the lifts can't be used is that they are integrated to the main fire alarm panel of the buildings. An example is if you are residing in a20 storey buiding and you there is fire alarm in18th floor. Fire panel ussually installed in the Ground floor of the building will received a signal from the smoke, heat or manual call points from the location of incident (18F as example) and this panel will signal all the lifts to go down to the Ground Floor and keep its door open. The lifts will be keep disabled until the alarm will be resetted to normal condition and it is only the fireman who will be allowed to operate the lift in manual mode. All the people from the building will be redirected to the staircase which is considered to be the safe escape during fire. Staircases are pressurized to stopped any smoked or flame from going in to caused suffocation to escapies.
