Dear Mike, There are four levels of training evaluation:action - what participants thought and felt about the training (satisfaction) - the resulting increase in knowledge and/or skills, and change in attitudes.
This evaluation occurs during the training in the form of either a knowledge demonstration or avior - transfer of knowledge, skills, and attitudes from classroom to the job (change in job behavior due to training program).
This evaluation occurs3–6 months post training while the trainee is performing the job.
Evaluation usually occurs through ults - the final results that occurred because of attendance and participation in a training program (can be monetary using ROI, performance-based, etc.)

The Best way to evaluate training is making a Competency Assessment Program wherein you have to do a certain Planning and evaluated the trainee into his/her Basic, Common and Core competencies so that you can easily evaluate the Trainee.

Simple and I will answer by a question, what are your training objective/s? This is always the missed out point.
Training evaluation will be based on the training objectives.
Format you questions to to determine if the objectives are met.

Kirkpatricks training evaluation method is the best

I agree with Samar. I have always used the Kirkpatrick's levels of evaluation to help gain insight into a training programs effectiveness.

By asking the Trainees this simple question " If given the chance , Do you think that you'd be able to carry out what you've been trained at ? " , taking into account that a penalty will be applied in case of failing ( This does not include the simple errors ) .
If the answer is yes , then the TRAINER has achieved what they've set out to achieve in the first place .
If Not , then it's a big " NO COMMENT !!! " .
