Web part zone is the container element/control of the web parts in SharePoint.
It is commonly used in page layouts available with publishing sites in SharePoint.
you can also add this zones in the customized pages created by sharePoint Designer.
Webpart zones enables many functionalities like
ordering of web parts
connection of the web parts etc.
