Is "ISO 9001 certification", a jewelry or a tool to a company?

The Quality Management System is a tool, but the certification is jewelry.

However, some customers require their suppliers to be certified, then it is a tool. if you use it in promotion and sales then yes tool 

it is mean tool - specially if you will export to UN
