no , quantity survey always used after designing for estamiating amounts and cost

Hi Dana, How are you? Hope everything is fine :-) Yes - in tendering stage, you should have knowledge in designing.
As per my experienced most BOQ from client are containing of Item/LS to be priced and to do so you need to design according to standard and project specification to have a budgetary price according to your design.

NO IT IS NOT REQUIRED BUT THE MAN IN CHARGE OF THE WORK SHOULD HAVE A SITE EXPERIENCE SO THAT HE COULD IDENTIFY FAULTY DESIGNS WHICH COULD BE HAZARDOUS.AS DESIGNERS ARE ALSO LIABLE FOR MISTAKES
