The Department of English Language and Literature employs competitively selected professors and instructors.

hmmmm , sorry no idea. But you can measure it from the graduated people whether they can speak English in common or not.

I think Ein Shams university in Cairo but I cant judge any one in the Middle east as I don't know about their curriculum ,they may be better.
