How to handle an employee who fails to report time records before the payroll deadline?

I just simply ask the employee is there a reason why ? then i explaine that if they do not send in their hours by time payroll is due ,then they will not receive their pay check on time,this usually works , because as you know everyone needs  their money

JUST HOLD HIS SALARY FOR ONE MONTH , NEXT MONTH HE WILL SUBMIT ON TIME.
