What is a career advisor,what are the qualifications and job description?what are the key factors for success as a career advisor?will you use one?

Career advisor is someone who helps you to streamline your objective of finding a job which is suitable by improving your CV /Resume writing , helping you with  a cover letter, help you with negotiating salary, preparing for a job interview , giving insights of market conditions in HR speciality or recuritments . I have not used any services till now because sometimes you end up paying money and career advisor also will try to push you through but if you get the right job or not it depends . So its not fully guranteed service as its an assistance. 

I guess as career advisor you should have knowledge on job markets, how to present someone for a job and also good networks with top recuriters. someone who has expertise and experience in this field.
