5- build the site identity(find how you need your website to look and feel, this includes colors and designs)

6- Build a full mockup (design the whole site on a design program)

7- Turn your site mockup into a code ( using HTML, CSS, JavaScript to build your  site)

8- Upload the website to a server

9- test the performance of your website's pages.

10- test your website performance"user wise"(find how users perceive your site)

11- Launch and Maintain.

A big Alert::: These not a must doing steps for all websites and many developers may start with building a layout by coding but, these are the most preferable for building professional websites.
