In your opinion, is working on Microsoft Office application a technical skill or an administrative function?

Not anyone can fully utilize Microsoft applications. It takes patience and skill to learn and know them.

It's both. It is an administrative function that  requires technical skills to properly operate, use, explore and navigate the program.

Actually both of them to can fully usilize MS applications 

In my own opinion, using microsoft office are both technical skill and administrative function. Why? Basically because if you're an expert in using the MS Office even when there's an error or any problem with this application you can apply your technical skill by handling or fixing it by yourself.

its actually both, but in my opinion, nowadays it has become an administrative function, mean whle it is very necessary that each employee should have skills dealing with MS Office applications.

It's a tool for the administractive function. Skill in the MS office application lead the  effective Utilisation of resoruces and It's helps to productive hours.

Working on Microsoft Office is application is technical skill and administrative function too. Because while working on administrative functions it requires technicals skills just as navigating the file etc.
