Why do you think recycling isn't fully implemented yet in so many countries?

there is no full awareness about this 

less knowledge about recycling in some contries and some contries have corrupt leaders if we reuse these things by making electricity from these disposabal things that a good effort and filter smoke from it like coal plants

Recycling isn't fully implemented yet in so many countries due to many reasons:

1- Recycling Isn’t Always Cost Effective.

2- High initial cost.

3- Recycled Products Are Often of Lesser Quality.

4- More pollution and energy consumption.
