My opinion is, source of selection should be consider 2 parts. Before invitation and after invitaion.

Before decide which company we would like to invite for RFP. Marketing research it is important, to evaluate their comapny backgroup/ their previous protfolios/ their reputation in the markets.

After invited them and proposals submitted. 2 parts as wwll for selection. "Technical" & "Commercial". Those who are "Technically" qualify ONLY we will move forward to their "Commercial" proposal.
