Which is the best IDE for working with OOP & PHP7 to save time?

I personally always use sublime text because it is lightweight and has many plugins to help you in your development, also it has a great design, however phpstorm is the strongest IDE for php and other programming languages as well phpstorm unlike sublime text is paid, even though I used to use phpstorm I switched back to sublime text, so I would consider phpstorm and sublime text.
