What is the difference between private cloud and public cloud?

Private clouds are also known as an internal or enterprise cloud, resides on company’s intranet or hosted data center. You have your data on your infrastructure behind a firewall. Availability, Security(Control), Scalability, Performance are enterprise oriented. Management, Maintenance (Replace) and Upgrade are enterprise fixed cost.

Public Cloud are shared computing, storage and networking resources. Physical resources are shared and control on some resources is restricted. On demand scalable and scale down as per need is possible without much investment. Management, Maintenance (Replace) and Upgrade are done by provider (Cost part of the service)

The main differentiator between public and private clouds is that you aren't responsible for any of the management of a public cloud hosting solution. Your data is stored in the provider's data center and the provider is responsible for the management and maintenance of the data center.

Public cloud is a multi-tenant environment with pay as you go scalability.
