Why training in Arab companies is often not linked to a career plan or performance system?

Agree with your remark via your valuable question, as in  my opinion "training needs", has essentially be raised from the direct leader / manager in the light of "the staff performance", then these training needs are to be forwarded to the HR department in order to match same with "this staff career path" .

I do believe that, when organizations are following this methodology, the training's reward in general will be more efficient in the staff's investment.

I dont think so . Many companies train their employees accordingly.
