Microsoft hopes that all your new applications come from Windows Store. Desktop developers are old school now, they say. So they are moving towards a new kind of Universal Windows Platform application (UWP).
Another reason is to create a unified development environment with just one API set, one app package, and one store to reach all Windows devices – PC, tablet, phone, Xbox, HoloLens, Surface Hub etc. You can use C# with/without XAML, C++, VB or JavaScript!
Basically, you'll use UWP unless there is a specific restriction in the sandboxing model and now everything pre-UWP for app creation is basically on life support. UWP apps are sandboxed, and as a result, have many restrictions on what they can do.
