Have every GCC countries signed the proposed GCC VAT Framework agreement ?

All the GCC countries have signed a unified GCC VAT Framework back in 2016. Now the every GCC member state is in the process of enacting its own VAT law in the light of VAT Framework. Saudi Shura has recently approved draft of KSA VAT law.
