During a construction project, Who is RESPONSIBLE to ensure Safe System of Work is being followed?

The worksite supervisor is the direct responsible because he is the person performing the construction via supervision. The tool that guides the supervisor to perform the job safely is the work permit simply by following the agreements stipulated in the permit.  Beyond the Worksite Supervisor is the Area Authority who authorized the job to be carried out. The HSSE man is there to check if the requirements of the permit is being followed.

The Incharge HSE is responsible for the safety in all aspects for the Project including contractors, petty contractors, visitors and vendor representatives. His active support to the implementation of the Loss Prevention & Safety program is one of his prime responsibilities.
