IF YOU ARE A CELEBRITY THEN ALL PUBLICITY IS GOOD PUBLICITY BUT THAT  IS QUITE THE OPPOSITE FOR BUSINESS, BECAUSE BAD PUBLICITY CAN DAMAGE YOUR REPUTATION YOU HAVE AND NOT ONLY COST YOU FINANCIALLY BUT CAN ALSO DAMAGE PARTNERSHIPS AND GOOD STANDING YOU HAVE EARNED.

 advertisements are the important thing in marketing plan. of course Yes,  I agree , because if you have a good product and good quality with bad publicity you cannot satisfied customers about your product and you can not reach their brains and controls on their behavior And guide it to buy your product but in opposite case if you have  poor product with a good publicity you can sell alot of it.

Publicity is publicity bad or good is a mare opinion, One must keep target audience in to consideration and design publicity pattern and means accordingly so get best results and minimum critics.

bad publicity can promote an individual and can destroys a business reputation, as today people mostly buy names (brands not only qualities)

The Term"Bad Publicity" well know among celebrities. However, the best judgment for the phrase is considered contextually dependent. We should notice that there is a distinctive line between the two words, "Bad" could be of hurt to selective personal preferences, although others such as many celebrities could utilize this bad publicity positively throughout their hype. But, Marketing concerns could be a different perspective here. Some competitive companies intended to use bad publicity over a particular type of consumer behavior such as youth or any somewhat unbalanced personalities. Notwithstanding that, other companies/products could utilize the term 'publicity' if it was conjugated with 'Bad' or not. As publicity itself is the goal behind, that makes the term 'Bad publicity' more controversy and ambiguous.

Eventually, I could be agreed and disagreed at the same time, as I said that it is situational, environmental, and contextual dependent.

YES! there is no such thing called Bad Publicity because "Publicity" means giving out of information to a mass via media, the content can be good or bad depends on What, Where and When of the contextual aspects of the content.
