Should we leave decision of short vacation to school management for smooth progress of scheduled activities?

in modern school and with the beginning of school , the strategic leadership of the administration plan, organize and deliver a periodic integrated program or schedule of academic work that limit the work day, the vacation, exam periods, the review periods, all the activities and everything. Than, the technical leadership distribute the courses and the activities in a periodic and organized schedule so that in every workday  and during all the classes, the teachers and their students have to benefit from all the limited time by doing classwork and activities.... so, short vacation is impossible and learning is not only a teacher job but a lot of activities the teacher have to prepare and to practice them with his students
